By the end of the 19th century the citizens of Hertford had come to feel rather nostalgic about the
days when their town had been a Parliamentary Borough. True, the elections of those times had
often been accompanied by the worst examples of bribery, brawling, treating and intimidation. But
such episodes could now be regarded with a certain amused detachment, for the simple reason
that things were now so very very different.
